Office of the Governor
Below is a direct link to the status of bills in the governor's office:
- Supplemental Budget Proposal / Detail: $3.664 million from PARIF & $1 million from the Rental Rehab Loan program. For the 2012-13 biennium and beyond, PARIF is cut by $3.206 million and the Rehab Loan program by $2.512 million representing a 6% permanent reduction to Minnesota Housing’s appropriations base.
Budget Forecast
- February Forecast: 2010-11 biennium shows a $994 million deficit; 2012-13 shows a deficit of $5.8 billion.

- S.F. 3223 (Cohen) / H.F. 1671 (Carlson): Supplemental Budget coming soon.

- S.F. 2360 (Langseth) / H.F. 2700 (Hausman): Omnibus Bonding Bill contains $10 million for public housing rehab later line item vetoed.

- S.F. 2485 (Koering): Governor's bonding proposal contains $5 million for supportive housing and foreclosure rental acquisition/rehab. It is noteworthy that the debt service for these bonds is included in the Governor's supplemental budget proposal.
- S.F. 2568 (Bakk) / H.F. 2695 (Lenczweski): Omnibus Jobs Bill includes the historic tax credit; provides for up to $5 million per year in refundable tax credits to investors to rehabilitate historic structures. Priority given to projects projected to be in service within two years of initial investment. Sunsets in 2016.
- H.F. 3327 (Bakk) / H.F. 3729 (Lenczweski): Omnibus Tax Bill includes an expansion for construction sales tax exemption for limited partnership; provides for homestead treatment and lower tax rate for manufactured housing cooperatives.
Housing Budget
- S.F. 3304 (Cohen) / H.F. 3725 (Marquart): MRT & Deed Growth Capture funds Housing finance agency (HFA) affordable housing projects with mortgage registry tax and deed tax proceeds.
- Senate / House : Housing Budget Senate - $2.5 million cut from PARIF & $1 million from the Rental Rehab Loan program. An additional $2 million is transferred from PARIF to the General Fund. For the 2012-13 biennium and beyond, the base is cut by $2.7 million. House - $3.7 million cut from PARIF & $1.2 million from the Rental Rehab Loan program. For the 2012-13 biennium and beyond, the base is cut by $4.9 million.

Bonding
- S.F. 3273 (Tomassoni) / H.F. 3678 (Clark) : Challenge Bonds $30 million in bonds for development of Challenge eligible projects - affordable housing and permanent supportive housing purposes.
- S.F. 2165 (Marty) / H.F. 2046 (Mariani) : $190 million in nonprofit bonds; $200 million in public housing bonds. The energy investments portion of this bill passed.
- S.F. 1382 (Tomassoni) / H.F. 1354 (Clark): $100 million in non-allocated nonprofit housing bonds for creation of affordable rental housing, acquisition and renovation of vacant or foreclosed properties to sell at affordable prices, or making loans to neighborhood land trusts to acquire land for affordable housing.
- S.F. 725 (Moua) / H.F. 0922 (Nelson): $20 million in bonds for public housing rehab and preservation.
- S.F. 2171 (Sparks) / H.F. 2481 (Nelson): appropriates money for rehabilitation public housing; authorizes the sale and issuance of state bonds.
- S.F. 2275 (Sieben) / H.F. 2702 (Benson): authorizes the sale and issuance of nonprofit housing bonds for community land trusts.
Foreclosure
- S.F. 3391 (Scheid): establishes a statute of limitations for actions to enforce notes secured by junior liens on foreclosed residential property.
- S.F. 2242 (Dibble) / H.F. 2604 (Hayden): allows a stay of mortgage foreclosure proceedings under certain conditions; landlord and tenant; provides rights to tenants of foreclosed property.
- S.F. 2643 (Scheid) / H.F. 2600 (Mullery): SAFE Act requires licensing and regulation provided for an individual engaged in the business of a mortgage loan originator or the mortgage loan business. Some nonprofit banks and foreclosure prevention counseling networks seek an exemption from this.
- S.F. 2549 (Higgins) / H.F. 2824 (Hayden): modifies time for requesting a hearing on an order to secure a building; modifies notice of sale requirements; requires a certificate of sale and specified information to be provided to political subdivisions; authorizes political subdivisions to recover costs and attorney fees associated with obtaining a five-week redemption period.
- S.F. 2170 (Scheid) / H.F. 2613 (Hilstrom): Foreclosure Remediation Bill provides for mediation prior to commencement of mortgage foreclosure proceedings on homestead property; creates a homestead-lender mediation account.
- S.F. 2501 (Scheid) / H.F. 2615 (Mullery): streamlines the process of connecting an owner facing a residential mortgage foreclosure with an authorized foreclosure prevention agency and with a person authorized to negotiate on behalf of the foreclosing lender.
- S.F. 2595 (Dibble) / H.F. 2668 (Mullery): final Tenant Bill of Rights vehicle modifies expungement procedures in eviction cases, adds residential covenants, modifies procedures for handling applicant screening fees, and provides rights to tenants of foreclosed properties.
- S.F. 2430 (Scheid) / H.F. 2699 (Hilstrom): Foreclosure Advice Notice bill regulates acquisition of the legal right to redeem a residence in foreclosure; requires a notice to the mortgagee after a sheriff's sale of residential real property in foreclosure.
- S.F. 2549 (Higgins) / H.F. 2824 (Hayden): Shortens time frame for requesting hearings on orders to secure vacant buildings; requires improved notice to cities and renters in cases of foreclosure.
- S.F. 2559 (Kelash) / H.F. 2708 (Mullery): makes a conforming change to provide for the right of the borrower to obtain a postponement of a foreclosure sale that has a 12-month redemption period, as is now available for a six-month redemption period.
- H.F. 2176 (Obermueller): requires nuisance property disclosure to potential buyers.
Manufactured Housing
- S.F. 3348 (Dibble) / H.F. 3760 (Marquart): modifies homestead treatment of manufactured home park cooperatives.
- S.F. 2712 (Saxhaug) / H.F. 3024 (Murdock): makes several modifications to the Manufactured home building code requirements.
- H.F. 2972 (Gardner): requires public water suppliers, counties, and municipalities to charge the lowest residential water and sewer rates in manufactured home parks.
- S.F. 2701 (Bakk) / H.F. 2972 (Lenczewski): tax policy only bill contained a harmful provision threatening homestead status and tax rate for manufactured housing co-ops. The provision has been deleted.
Senior Housing
- S.F. 2669 (Saxhaug) / H.F. 2794 (Anzelc): appropriates money for grants to local governments for senior housing with services; authorizes the sale and issuance of state bonds.
Taxes
- S.F. 3307 (Moua) / H.F. 3724 (Rukavina): state version of the Low Income Housing Tax Credit
- H.F. 3632 (Scalze): Adjusts the residential market homestead credit.
- S.F. 2568 (Bakk) / H.F. 2695 (Lenczewski): historic preservation tax credit provisions.
- S.F. 2078 (Metzen)/H.F. 2364 (Sertich): Provisions for stimulation of the construction industry and a low-income housing tax credit. Passed in the Senate May 11, 2009.
- H.F. 2617 (Scalze): relates to special service districts; changes certain provisions for housing improvement areas concerning petitions and veto powers.
- S.F. 2229 (Moua) / H.F. 2527 (Davnie): expands the sales tax exemption for construction materials used in low-income housing projects.
LCA & Local Government
- S.F. 1605 (Dibble) / H.F. 1828 (Hornstein): municipal comprehensive plan for affordable housing amendments authorized to be approved by a simple majority. Passed in omnibus jobs bill.

- S.F. 3223 (Cohen) / H.F. 2077 (Lenczewski): house tax bill and senate supplemental budget that includes restoring the renter's credit to pre-unallotment levels.
- S.F. 2595 (Dibble) / H.F. 2668 (Mullery): final Tenant Bill of Rights vehicle modifies expungement procedures in eviction cases, adds residential covenants, modifies procedures for handling applicant screening fees, and provides rights to tenants of foreclosed properties.
- H.F. 3671 (Westrom): reduces the percentage of rent constituting property taxes and modifies property tax refunds for renters.

- S.F. 2721 (Kelash) / H.F. 2985 (Clark): prohibits imposition of a late fee except in specified circumstances; requires a receipt for certain rent payments; permits a tenant to make emergency repairs; modifies other laws related to a rental agreement.
- S.F. 2520 (Higgins) / H.F. 2816 (Hayden): modifies certain provisions relating to utilities; permitting termination of a lease for medical reasons; modifies provisions relating to eviction.
- S.F. 2617 (Fobbe) / H.F. 3222 (Jackson): state-paid refund provides for certain property tax increases on agricultural property, percentage temporarily reduces of rent constituting property taxes.
- S.F. 3281(Pogemiller) / H.F. 3727(Mullery): provides for use of tax increment from the Homeless Assistance Tax Increment District in the city of Minneapolis.
- S.F. 2688(Anderson) / H.F. 3344 (Lesch): authorizes a homeless prevention and food shelf programs income tax checkoff.
- S.F. 2882 (Erickson Ropes) / H.F. 3113 (Hamilton): appropriates money to Veterans Affairs for a grant to the Minnesota Assistance Council for Veterans for continued services to Minnesota veterans and their families who are homeless or at risk of being homeless.
