The Federal Housing Pages include regular policy updates, funding, administration, and resources and links. This resource is not intended to be comprehensive, but provides a clear overview of housing programs.

FY 2010 Housing Appropriations Update

The deadline for passage of the FY 2010 budget was September 30, 2009. However, the 2010 budget has not yet been passed. Congress passed continuing resolutions (CR) on September 30th and October 29th which now keep federal government programs, including HUD and other housing programs, running and funded at current levels until December 18, 2009. This stopgap gives the House and Senate more time to iron out differences between their appropriations bills.

Housing appropriations levels for FY 2010:

  • The appropriations bill that includes HUD funding is the Transportation, Housing and Urban Development and Related Agencies (T-HUD) bill (H.R. 3288).
  • USDA Rural Development programs are contained in the Agriculture, Rural Development, Food and Drug Administration, and Related Agencies bill (H.R. 3288/S. 1406).
  • The House T-HUD bill contains $1.2 billion more in funding than the Senate bill and includes greater funding for most, but not all, programs.
  • The National Low Income Coalition's budget chart compares House and Senate funding levels for FY 2010.

Other issues housing advocates are following in the T-HUD appropriations bill:
  • Tenant-based voucher program (Section 8) contract renewals are likely to fall short in both FY 09 and FY 10 which may result in loss of vouchers. The National Low Income Housing Coalition (NLIHC) and others are seeking to address funding issues for both years in the 2010 appropriations bill.
  • The House and Senate bills address community service requirements for some public housing residents in opposing ways; the House bill eliminates the requirement and the Senate bill prohibits its elimination.
  • The House continues funding for the HOPE VI program (see public housing), while the Senate discontinues HOPE VI in lieu of funding a new Choice Neighborhoods Initiative.
