Budget and Appropriations: an overview of FY2010 funding for housing programs and proposed funding for FY2011.

Climate and Energy Bill: includes financing for weatherization and other energy saving improvements and relief for low-income households for energy costs through a mechanism to cap pollutions and trade permits.

Community Development Block Grant (CDBG): a flexible program that provides communities with resources to address development needs.

Community Development Programs: a number of Treasury Department investment programs promote investment in under-served communities.

Davis Bacon (Prevailing Wage): requirement that fair wages are paid for work done on federally assisted housing.

Fair Housing: meant to protect people from discrimination in housing transactions and promote integration.

Green & Sustainable Communities: provides access to affordable and energy efficient housing, more transportation options, and lower transportation costs while protecting the environment.

Healthy Housing: initiative to create homes which are clean, dry, free from contaminants and pests, well‐ventilated, well‐maintained, and safe contribute to good health of residents.

Homeless Programs: seven HUD programs serve the homeless, as do additional programs in the Veterans’ Administration, Health and Human Services, and the Department of Defense.

Homeownership Incentives & Services: designed to encourage homeownership; currently focused on first time homebuyers and preventing foreclosures to stabilize communities and the housing market.

Housing Choice Voucher (Section 8) Program: a voucher program in which low income households generally pay no more than 30% of their income for housing.

Indian Housing: programs that help ensure Native Americans have access to safe and affordable housing.

Low Income Housing Tax Credits (LIHTC): currently the most important program financing homes that are affordable to rent.

Manufactured Housing: the most significant source of unsubsidized homeownership for many low income households.

National Housing Trust Fund: a new program created in 2008 to create or preserve mostly rental housing for extremely low income households.

Neighborhood Stabilization Program (NSP): helps stabilize communities with many foreclosures and vacant properties through purchase and redevelopment.

Preservation of Assisted Housing: federally assisted, privately owned affordable rental housing is at risk and requires resources for preservation.

Prevailing Wage (Davis Bacon): requirement that fair wages are paid for work done on federally assisted housing.

Public Housing: publicly owned rental housing for which residents generally pay no more than 30% of income.

Restructuring of Fannie Mae and Freddie Mac: the near collapse of the government sponsored enterprises led to restructuring and opportunities to support housing for low-income families.

Rural Housing (USDA): programs in both HUD and USDA Rural Development support rural housing.

Section 3 Jobs: an employment and job training program for low income recipients of certain types of HUD financial assistance.

Seniors and People with Disabilities - Housing: programs that help ensure that seniors and people with disabilities have access to safe and affordable housing.

Transportation Bill (T4 America): authorization of the transportation bill presents an opportunity to ensure transportation funding supports the availability of affordable housing near public transit and job centers.

Weatherization & Energy Efficiency: a medley of programs that fund weatherization and energy saving improvements to homes.
